Abstract: Suggestions to maximise the effectiveness of a compulsory voting regime - make it possible for all people to attend polling stations with relative ease - registration should be relatively easy - where groups are excluded from being allowed to vote, is this defendable - penalties for not voting must be appropriate - strategies for offsetting the compulsion to vote.
