Abstract
The public sector has been under increasing pressure to provide better service with reduced funding. To meet this requirement, employees in the public sector are expected to be more creative in the way they approach their work, which in turn will improve performance at the organizational level. Yet, little research has been conducted to better understand how to enhance employee creativity, and whether creativity will improve organizational performance in the public sector. This article addresses this gap by proposing that high performance work systems facilitate employee creativity, which, in turn, influence organizational performance via individual job performance. We test these propositions within the education sector in China, with a multi-source dataset of 59 public schools, over 1,000 teachers, and around 5,000 students, utilizing three-level structural equation modeling analysis. The results of the research provide new insights into strategic human resource management and the importance of creativity in the public sector.
