Abstract

This is a report resulting from research commissioned by the World Bank on Lao PDR’s dam safety regulatory framework. With a rapidly growing portfolio of large dams, and a considerable portfolio of smaller irrigation dams, issues associated with the safety of dams and downstream communities are becoming increasingly important in Laos. Dam safety regulatory framework development has evolved considerably in Laos over recent decades. Now Laos requires guidance on how those developments can be consolidated or improved to ensure the sustainable safety of dams and downstream communities. This report looks to provide that guidance. The underlying research represents novel application of a Decision Support Tool - developed from the recent World Bank Global Dam Safety Study (Wishart et al, 2020) - for an evolution-based gap analysis of the Lao PDR dam safety regulatory framework. The full range of existing, proposed and recently reformed dam safety regulatory frameworks have been analysed to show the policy evolution and to identify good practices, gaps/needs and potential opportunities for further enhancement. The report serves as guidance for Lao PDR to follow specifically and for other similar jurisdictions worldwide to follow generally.
