Regulatory coherence is a goal that has captured the imagination of international tradenegotiators. Undeterred by the elusive nature of this holy grail, regulatory coherence is nowembedded within a number modern preferential trade agreements. Using the global wine sector asan exemplar the article explores how far we have to go to achieve regulatory coherence andwhether it will ever be fully achieved.
