Abstract

The Responsibility to Protect’s (r2p) paragraph 138 denotes the importance of prevention through early warning, yet this crucial aspect remains unfulfilled. This article presents an r2p Preventative Assessment Tool that advances r2p’s preventative approach by arguing that there is a need to integrate the development of protection plans alongside risk assessments. Considering that prevention lies at the core of protecting individuals from mass atrocities, the proposed tool is designed to facilitate proactive assessment of disputes through the identification of strategies to mitigate conflict and the suggestion of measures to protect people fleeing conflict. This research aims to enhance the international community’s capacity to fulfil its humanitarian responsibilities under r2p and addresses the lack of focus on this vulnerable population within UN reports on r2p. This article outlines how the prevention of conflict and mass atrocities set the ground for the adoption of r2p, examines suggested strategies to advance r2p as an early warning doctrine, and presents the r2p Preventative Assessment Tool, which operates in two phases: early identification and protection plans. It suggests measures to adequately protect forcibly displaced people and concludes by highlighting the benefits of the proposed tool.
