Open and accountable policing is a cornerstone of democratic government. This paper describes the current licensing systems in place for private security personnel in Australia who now take a key role in policing and security in this country. It draws attention to the diversity of current regulation of private security industries nationally. It compares the various approaches of the different jurisdictions to licensing and regulation and makes a series of observations about preferred options in line with Council of Australian Governments (COAG) policies and requirements.
