Abstract

This is a report resulting from research commissioned by the World Bank on Uganda dam safety assurance. The main purpose of this report is to apply a revolutionary continuum-based Decision Support Tool developed from the recent World Bank Global Dam Safety Study (Wishart et al, 2020; 2021; 2022) to Uganda. The process provides a continuum of legal, institutional, technical, financial and compliance enforcement options and key determining characteristics against which the specific needs and requirements of Uganda can be assessed. Hence, this report represents novel application of the Decision Support Tool for a gap analysis of the Ugandan dam safety regulatory framework. Both the existing and proposed dam safety regulatory framework of Uganda have been subjected to the gap analysis to identify good practices, gaps/needs and potential opportunities for enhancement. The report serves as preliminary guidance for Uganda to follow specifically and for other similar jurisdictions worldwide to follow generally.
