Abstract
This paper presents a framework for the analysis and ongoing comparative study of the tourism planning process. This framework holds tourism planning to be a complex and contingent process occurring within and between three locations: the individual tourism organisation; the industry; and within the state. After sketching the central factors shaping the planning process within the various locations, the paper presents five ideal typical configurations of the planning process, representing specific forms of the relationship between the three locations. Each of these configurations reflects a distribution of organisational and power resources in the planning process.
