Abstract
This report provides some discussion, reflections and recommendations for the consideration of those responsible at the Ministry of Education of Singapore for developing and validating proficiency descriptors, in the context of the Mother Tongue Language (MTL) Education policy in Singapore. This project necessarily entails the collaboration of officers in the Curriculum Planning and Development Division of the Ministry of Education and the Singapore Examinations and Assessment Board. The complementary expertise available in both these groups is essential to the success of the project.
