Abstract

This chapter provides an overview of the intersection of civil society engagement with public sector language policy and planning (LPP) in post-European colonial multilingual societies. It draws attention to the need for and advantages of public policy informed by both top-down and bottom-up or grassroots community-led contributions. It also cautions decision makers to distinguish between strong evidence-based advice and ideological conjecture offered by various civil and public sector allied interest groups at various points of the policy cycle. The chapter has relevance for policy-makers in any country currently experiencing increasing linguistic diversity, including because of human migration and displacement, and the need to develop multilingual policies, particularly in education.
