Abstract

This paper examines the powers of the principal Chinese banking regulator, the China Banking Regulatory Commission (CBRC). Issues relating to the CBRC's rule-making, rule-implementing processes, and discretions arc analysed. Also discussed arc regulatory outcomes relating to the activities of foreign banks trading in China. The paper concludes that the CBRC possesses nearly absolute regulatory power that is rarely contested.
