Abstract

This paper examines the role of measurement and instrumentation (M&I) in the test and evaluation (T&E) process. The breadth and importance of measurement activities in test and evaluation, and the associated instrumentation requirements, are shown to be key issues in the conduct of all phases of T&E. The differing roles and requirements of M&I in development test and evaluation (DT&E), and also in operational test and evaluation (OT&E), are considered. The importance of training in M&I as a foundation for improved T&E is discussed. M&I emerges as a core discipline in T&E processes.
