Abstract
In 2010, a landmark event in Adelaide‘s metropolitan strategic planning history occurred with the gazettal in the South Australian Parliament of The 30 Year Plan for Greater Adelaide (30YPGA). Intrinsic to this plan‘s grand urban form vision is a constellation of 14 networked Transit Oriented Developments and numerous activity centres interconnected with transit corridors distributed across metropolitan Adelaide. When fully realized, this Plan has the potential to transform Adelaide from a car-dependent low density sprawling metropolis into a new city urban form with distinct, unique and convivial localized urban centres where people can live, work and play and yet still enjoy the benefits of living in a large metropolis because of a networked and integrated transit system ultimately linking up all of its TODs. This proposed vision for Adelaide‘s future represents change on a grand scale but raises questions about how such a massive seismic shift in the look, feel and functionality of metropolitan Adelaide will be achieved, given that the 30YPGA is currently little more than a broad statement of intention and planning objectives related to realizing this vision.
This paper sheds light on the challenges of achieving this urban transformation through a discussion of recent research from a review of literature, community focus groups, commuter and parking surveys into some of the issues surrounding the development and implementation of TODs with reference to the Adelaide to Gawler commuter rail line. The paper shows that the précis of the new urban vision outlined in the 30YPGA is feasible, but that there are important caveats. The paper concludes with recommendations emerging from the research about how policy should best manage the implementation of the 30YPGA to realize a networked city of TODs with environmentally sustainable transport as its centre-piece.
