Abstract
Innovation, entrepreneurship and quality (IEQ) have been and continue to be the major strategic themes in today's dynamic global business environment. In today's business environment, companies enter into the marketplace with new products/services and superior quality can take over a substantial market share from existing companies within a short period. To survive and prosper in this environment, companies must constantly upgrade their IEQ capabilities to engage in innovative activities and develop new products with superior quality more frequently and profitably.
Research studies have observed and documented a pattern of high failure rate in innovative activities. It cannot be improved unless the organisational and public policy addresses the innovation capability and culture directly. To improve a nation's competitive advantage, government policy should allocate resources to assist companies in developing their IEQ capabilities in order to compete more effectively in today's global market. This is better than simply providing more tax incentives on R&D investment because this policy instrument cannot increase the probability of technical and commercial success. However, this phenomenon seems to be neglected by the innovation policy makers. This study responds to the public agenda and policy research gap by developing empirical models that link the IEQ capabilities with the IEQ performance. It aims to generate evidence-based research results to influence public policy making and recommend a solution to increase the success rate of innovation.
