Abstract

Dams and especially their failures often have wide-reaching social, environmental, and economic consequences and for that reason require safety assurance regulation and oversight in the form which is appropriate for the economic, societal and cultural conditions of the jurisdiction. Recognising this need the International Commission on Large Dams (ICOLD) commissioned the research and development of this Guideline (Bulletin 192) to guide any country on how to develop and implement a suitable and efficient governance framework for the assurance of dam safety which is important for both public protection and economic security. This Bulletin is informed by a comparative review and analysis of dam safety governance in 51 countries along legal, institutional and regulatory metrics and is different from typical ICOLD Bulletins in that it does not address any technical or engineering aspects of dam safety. Its focus is entirely on explaining how to build an effective and efficient dam safety regulatory framework which not only fits the country/jurisdiction legal system but is also appropriate for the country/jurisdiction social and economic circumstances, cultural traditions and societal expectations. It explicitly recognizes the fact that there is not a single way to achieve such goal, and development of a single, prescriptive procedure would not meet all stated objectives.
