Abstract

PPPs are a valuable procurement option but never have been, nor will theyever be, the dominant form of infrastructure provision. There has been somediscussion of what project types might be most suitable for PPPs, but the questioninvariably comes down to a case-by-case analysis. This chapter developsa framework for making this decision in a systematic way and illustrates theproposed approach using a case study of a procurement analysis for a hospitalproject.
