Abstract
Dams Safety NSW have published a proposed user pays pricing levy to be applied to NSW dam owners for comment. WaterNSW are currently reviewing this proposal with the goal of submittinga response before the consultation period runs out. WaterNSW have requested that HARC with assistance from University of South Australia undertake a review that will address (i) The appropriateness of the proposed levy system. This would look into what other comparable jurisdictions are doing; limitations of this approach (e.g. downstream communities whose interests are covered by the act are at times not the paying customers); (ii) The appropriateness of the method and assumptions used to calculate the levy; (iii) The pros and cons of the proposed approach; and (iv) Comments and suggestions to either improve the proposed approach or consider other options.
