Abstract

Aluminium has always been a costly material to produce. Costly in the sense of requiring large quantities of capital and energy. Costly in the sense of demanding a high level of coordinated development, between mining bauxite, refining alumina and producing aluminium. Costly in the sense of needing a sustained commitment to overcome the inevitable difficulties of large-scale production and the uncertainties triggered by changes in markets, consumer demand and supply chains. It is not at all surprising therefore that the nation state has played an important role in creating and then supporting the aluminium industry in many nations.
