Abstract
This paper is directed to the issue of access to workers compensation entitlements, and specifically to the types of “worker” covered by that system, as discussed on pp 9–10 of the August 2002 Issues Paper released by the Review. It proposes the adoption of a new definition of “worker” that (a) is broader than that currently contained in s 3 of the Workers Rehabilitation and Compensation Act 1986 (the Act), and (b) is harmonised with similar definitions in other industrial legislation.
