Abstract
Australia wishes to increase its training levels. Funding for extra places has been announced – but what framework best supports training and good skills outcomes? Experience from Germany, whose VET system has recently demonstrated greater resilience, suggests that a stronger role for social partners, especially trade unions, is necessary if the increased government investment in VET is to promote greater social equity in the labour market. In particular, greater union involvement in the development and definition of occupations as well as the assessment process, monitoring the quality of training delivered in the workplace, and wider inclusion of training-related matters in awards and agreements would promote these goals.
