Abstract

One of the claimed benefits of the federal government assuming greater control over water policy is that it will resulted in a more unified and holistic response to the extant problems in the Murray-Darling Basin. This paper is used to explore the veracity of this argument against the backdrop of recent initiatives outlined in the Federal government's 'Water for the Future' manifesto. We argue that a naive understanding of concepts such as 'water use efficiency' is likely to stymie and purported basin-wide gains from a national approach to water policy.
