Abstract
This thesis analyses the Howard Government’s Northern Territory Emergency Response (NTER) policy. It was announced on 21 June 2007 and enshrined in legislation on 16 August 2007 over 73 prescribed Indigenous communities in the Northern Territory (NT) (Altman 2007c, p. 8). The thesis draws on Critical Race Discourse (CRD) analysis which encompasses three key tenets of Critical Race Theory (CRT): the permanence of racism, social justice and racialized narratives. It examines these narratives as significant and telling of racist discourse in Australia but also embraces the positive aspects of Indigenous culture and communities.
